What happened

The Reserve Bank of India issued draft directions to establish a harmonised, principles-based framework for interest rates on fixed and floating rate loans across all regulated entities. Existing detailed benchmarking rules currently apply mainly to commercial banks, where divergent practices like internal MCLR calculations remain. The proposed guidelines will bring non-banking financial companies, cooperative banks, regional rural banks, and financial institutions under unified interest rate principles.

Why it matters

The overhaul addresses regulatory gaps, including minimal existing guidance for fixed-rate loans and inconsistent rate-setting mechanisms among commercial banks. By standardising practices across diverse lenders, the central bank aims to enhance monetary policy transmission, improve credit risk pricing, and enforce fair, non-discriminatory treatment for borrowers across all financial institutions.

Bigger picture

The initiative marks a shift from segmented oversight toward uniform systemic regulation. Non-bank lenders and cooperative banks previously operated primarily under conduct-focused rules. Establishing a broad overarching framework helps reduce regulatory arbitrage between traditional commercial banks and other lending institutions, creating a consistent baseline scaled to each entity's operational complexity.

Regulated entities and public stakeholders must submit comments on the draft directions by September 11, 2026. After evaluating feedback, the RBI will issue finalised category-specific directions for each type of regulated entity.
